Rules of the Biotechnology Entrepreneurial Competition

1.    General Provisions

Biotechnology Entrepreneurial Competition will be performed by Non-commercial Partnership Center of Modern Medical Technologies TEMPO with the support of BioIndustry Initiative Program of the US State Department (BII) and the US Civilian Research & Development Foundation (CRDF).

2.    The Goals of the Competition

  • To help NP TEMPO scientists to enhance the level of knowledge in a sphere of scientific developments' commercialization, to acquire practical skills in development and writing of a business plan and skills of communication with potential investors.
  • To identify prospective innovation ideas, to assist NP TEMPO-member organizations in searching for investors in Russia and abroad. To attract attention of Russian and foreign investors to a Russian biotechnology sector.
  • A Round Table with potential investors and 20 semi-finalists of the Competition will be performed to attract more investors' attention.
  • Short description of all registered applications to the Competition will be placed on the website
  • Articles about the Competition, participants, and projects will be published in leading Russian scientific and business magazines.

 3.    Phases of the Competition

  1. Education (basic knowledge of business plan development)
  • Interactive training How to Write a Business Plan, developed by the International Science and Technology Center (ISTC). Instructors from Moscow Academy of National Economy will be involved to the educational process. Training duration: 1 month.
  • Educational materials on business plan development specificity in biotech area.
  • Attraction of Faculty of Economic and MBA Students to the Researchers' teams for joint development of business plans.
  • Round tables (Workshops) in Moscow, Novosibirsk, St. Petersburg


  • Round Table # 1 Presentation of the Competition and its organizers. Educational session.
  • Round Table # 2 Team Building - Matching Researchers and Faculty of Economic and MBA Students. Educational Session.
  • Round Table # 3 Meeting with potential investors. Presentations of semi-finalists' projects.

Novosibirsk, St. Petersburg

  • Round Table - Presentation of the Competition and its organizers. Educational session.

   2.  Competition

  • Forming of independent Corporative Commission for evaluation of Executive Summaries and Business Plans in the frames of the Competition.
  • Winners will receive money prizes, the Prize Fund is $ 50 000.
  • 20 Semi-finalists will be invited to the meeting with potential investors from Russia and abroad (3rd Moscow Round Table) where the semifinalists will be invited to make short presentations of their projects.

4.    Participants

To participate in the Competition people should meet the following criteria:

  • Work in TEMPO-member organization
  • Work not in TEMPO-member organization, but work on joint project with TEMPO-member organization

5.    Project Requirements. Scheme of Applying for the Competition

Projects related to biotechnology, medicine, and production of biotechnological and pharmaceutical preparations are accepted to participate in the Competition

The number of projects received from the same organization / group of people is not limited. An application form should be filled for each separate project. If the project is a continuation of the preliminary work, a source of funding should be indicated.

Projects, which don't comply with requirements listed above, and projects, which have been funded at the moment of applying for the Competition, are not accepted for participation in the Competition.

  • Scheme of Applying for the Competition: Application form and Covering letter from a director of participant's organization should be sent to the Organizing Committee of the Competition. The Application form will be placed on TEMPO website

6.    The Competition Time-table

  • October 17, 2005 (Monday) Start of the ISTC Interactive Educational Program
  • November 16, 2005 (Wednesday ) End of the ISTC Interactive Educational Program
  • November 16 - 20, 2005 Time for Modifying of the Executive Summaries (if needed)
  • November 21, 2005 (Monday) Deadline for Executive Summaries Submission
  • November 22 December 6, 2005 Evaluation of Executive Summaries
  • December 14 / 15, 2005 (Wednesday / Thursday) 2nd Moscow Roundtable (Matching Coaches with Applicants)
  • February 15, 2006 (Wednesday) 3rd Moscow Roundtable (Meeting with Potential Investors)
  • March 1, 2006 (Wednesday) Deadline for Business Plans Submission
  • March 1 - 31, 2006 Judging of Business Plans
  • April 5, 2006 (Wednesday) Awarding Ceremony

7.    Procedure of Projects Evaluation

There are two evaluation points:

  1. Evaluation of Application Forms

The Application Form should be filled in on TEMPO website and sent to the Organizing Committee in a period of 25 August 22 September 2005. Within 5 days after the end of educational sessions the Application Form could be modified (the last day of modifying is 20 November 2005). The Organizing Committee will distribute the Application Forms among members of Corporative Commission (judges), and the Corporative Commission members will determine 20 Application Forms for Semifinal.

The priority in evaluation process will be given to projects involving a multidiscipline team with a possibility to include a student from Economy faculty or MBA.

  1. Evaluation of Business Plans

Business plans should be sent via E-mail to and till 01 March 2006. The Organizing Committee will distribute the business plans among members of Corporative Commission (judges), and the Corporative Commission members will determine winners of the Competition.

Main evaluation criteria:

  • Actuality
  • Possibility and Expediency of Practical Realization
  • Competitive Ability of the Product / Service on the Domestic and International Markets
  • Social Meaning of the Project
  • Economy Efficiency of the Project


8.     Corporative Commission (Judges)

Corporative Commission will be comprised from 10 independent highly qualified Russian and foreign experts. The Experts will not be employees of TEMPO-member organizations. They will be experts in the following areas:

  • Biotechnology / Medicine
  • Venture Funding
  • Industrial Production of Medical Preparations
  • Commercialization of Scientific Developments
  • Marketing Research in a field of Pharm / Bio Preparations

9.    Prize Fund

The Prize Fund of the Competition is $ 50 000. Two money prizes of $ 30 000 and $ 20 000 will be given to the 1st and 2nd place winners respectively. The prize will be paid as a CRDF grant ( ) and may be spent as follows:

1.   30% from the amount of prize Individual payments to the project participants

2.   70% from the amount of prize could be spent to the items listed below:

  • Finalizing of business plan
  • Marketing research
  • Intellectual Property Protection
  • Travels to potential investors / project partners
  • Any events related to the project development
  • Materials and equipment for project implementation

10.      Awarding Ceremony

The Awarding Ceremony where 2 winners will be announced and given their rewards will take place on 05 April 2006 in Moscow.

11.       Confidentiality

NP TEMPO reserves the right to use the information marked in the Application Form with an asterisk (*). All other information, not marked with an asterisk (*) shall be considered proprietary and confidential, and not disseminated beyond the Competition team, nor used by any members of the Competition team for their own interests. The Competition team is composed of members of Corporative Commission and managers from TEMPO. All people comprising the Competition team, and having access to projects applied to the Competition (members of Corporative Commission and project managers from TEMPO) will sign a Confidentiality Agreement.
